With over 25 years of executive leadership experience in the high-technology electronics industry, Mr. Halsey brings a wealth of knowledge and expertise to Hemisphere. Serving in a range of executive officer and senior management capacities, he has extensive proven experience in GNSS OEM sales market segments including construction, agriculture, survey and mapping, GIS, automotive, personal (mobile) navigation, handheld devices, application software, and electronic components and modules.
Prior to joining Hemisphere, Mr. Halsey’s executive leadership positions included President and CEO of RF Monolithics, Inc., a designer and manufacturer of wireless connectivity products used in integrated circuits, certified modules, and machine-to-machine applications. He facilitated the sale of the company to Murata Manufacturing Co. Ltd., where he most recently served as Vice President of Strategic Marketing for Murata Electronics Americas.
Previously, Mr. Halsey held executive positions at NovAtel, Inc., including Vice President of Corporate Strategy and Alliances and Vice President of Marketing; roles in which he was instrumental in the acquisition and integration of several companies, as well as developing the company’s successful OEM business strategy. He later played a key role in positioning the company prior to its successful sale to Hexagon AB. Among other roles preceding his executive leadership at NovAtel, Mr. Halsey held several marketing and sales management positions at Topcon Positioning Systems, Inc. for the North American market.
Prior to joining Hemisphere GNSS, Dr. Whitehead worked at Hemisphere GPS (now AgJunction, Inc.). Dr. Whitehead leads the development of advanced GPS products, including centimeter level positioning and attitude determination systems. He is the author of numerous patents related to GPS. Prior to joining Hemisphere GPS (now AgJunction, Inc.), Dr. Whitehead was Senior Scientist at Satloc Inc. Dr. Whitehead implemented virtually all of the algorithms and associated software for a wide area differential GPS network (WADGPS), providing real-time, sub-meter position corrections to GPS users in the field. Dr. Whitehead also served in similar capacities with IPEC/Athens Corporation and General Dynamics. Dr. Whitehead holds a Bachelor of Science in Mechanical Engineering with Honors, a Masters of Science in Electrical Engineering and a Ph.D. in Electrical Engineering, all from the University of Florida. He is a member of the Institute of Electrical and Electronic Engineers and the American Society of Mechanical Engineers.
As Corporate Controller, Shelley Chen is responsible for all functional accounting back office operations and the financial reporting. Shelley brings an extensive range of experience to the position, including broad operational expertise; a strong financial background and in-depth knowledge of International Business in Technology.
Previously Shelley worked for Insight Enterprises, a $5B public company, where she was instrumental in the growth and development of the Professional Services Management group. As Finance Manager Shelley managed all financial and administrative activity for the IT Services business unit where she led the team where their IT Services area became a leading partner for many companies throughout the globe. Prior to joining Insight Enterprises, Shelley spent several years in finance and operations, serving as Operations Controller, at a wholesale distribution company and Accounting Manager for a manufacturing company. Shelley began her accounting career at Motorola Semiconductor in Hong Kong and progressed to diverse roles within the company. In 2000 she moved to Arizona with Motorola in their Freescale Semiconductor sector and continued with them for another 7 years. By working in different industries and multinational companies, she gained solid experiences in operations and finance.
A graduate of Hong Kong Polytechnic University, Shelley holds a B.A. in Accounting and is a Certified and Chartered Accountant in the UK. She is also fellow member of the Association of Certified and Chartered Accountant (ACCA) in the UK. Additionally Shelley received her MBA from WP Carey Business School of Arizona State University in 2004.
Dr. Jose Briceño is an industry proven leader with over twenty years of business experience, who has consistently succeeded building new businesses from pre-revenue stages into multimillion-dollar enterprises. He has executed his winning strategies for both start-up and large global companies.
Prior to joining Hemisphere GNSS, Dr. Briceño founded nusola, Inc., a solar technology start-up, and served as President and Managing Director of i-Qube Technologies. Previously, he was Vice President Asia Pacific Operations for Interwoven, Inc. Before joining Interwoven, Jose served as Vice President and General Manager Asia Pacific for Trimble Navigation, Ltd. and President of Trimble Japan K.K. where he grew Trimble’s system and component businesses from zero to nearly $70 million dollars in annual revenue. Prior to Trimble he served as General Manager of Remote Computing Services for Recruit Corporation.
Dr. Briceño received his Ph. D. and MSc in Metallurgical Engineering, from Tokyo University in Tokyo, Japan and his undergraduate degree in Material Science from Simon Bolivar University in Caracas, Venezuela.
Industry veteran Randy Noland serves as Vice President of Global Sales and oversees Hemisphere GNSS’ global sales organization.
Throughout his career, spanning more than 20 years of proven experience in the GNSS OEM, GIS, and Machine Control markets, Mr. Noland has acquired a wealth of industry expertise and knowledge.
Prior to joining Hemisphere GNSS, Mr. Noland was the Vice President of Business Development & Marketing at Carlson Software, Inc. Before Carlson Software, Randy held several Sales and Marketing positions with Topcon Positioning Systems and Trimble Navigation, Ltd.
Randy was the Co-Founder and Managing Editor of the popular print and online publication, Machine Control Magazine and Machine Control Online.
Dr. Badke has specialized in developing solution processors for the GNSS receiver engine. This work includes the development of acquisition, tracking, and measurements for GNSS signals including modernized GPS, Galileo, BeiDou / Compass, and GLONASS.
Prior to joining Hemisphere GPS (now AgJunction, Inc.), Dr. Badke worked for several years at SiCOM / Intersil simulating and designing digital ASICs for wireless communications as well as designing GPS anti-jam technology for the US military.
Before SiCOM / Intersil, Dr. Badke worked for Motorola and specialized in MMIC design, wireless communications, phased array antenna analysis, and orbit simulations for satellite based cellular systems.
Dr. Badke received his BSc and MSc in Electrical Engineering degrees from Kansas State University and his Ph. D. from Arizona State University. Throughout his career, he has authored numerous patents.
Amy Ebert has over 25 years of diverse human resources (HR) and management experience that spans start-ups and established organizations in both the USA and Canada. She has extensive hands-on experience leading HR initiatives including policy design, compensation, performance management, recruiting, employee relations, safety, HRIS implementations, change management, HR workflow development, training and development, and benefits compliance & administration. Ms. Ebert has worked in various industries including nonprofit, banking, tourism, government, and manufacturing (union and non-union).
Prior to joining Hemisphere GNSS, Ms. Ebert was Corporate Divisional HR Manager – West Coast Operations for Lippert Components, Inc., which is, based out of Elkhart, IN, USA. She moved to Arizona in 2015 to be closer to the 13 manufacturing plants outside of Indiana that she was responsible for. In this role, she aided in all areas of HR, which included training, employee relations, safety knowledge, team building, and company culture. Prior to this, Ms. Ebert was the head of HR at Jayco, Inc. in Middlebury, IN, USA where she lead a team of 5 HR professionals and 4 team members in Office Services. One of her major accomplishments while at Jayco was the implementation of a succession planning program and development of a performance tool that would work in conjunction with that program. While Ms. Ebert lived in Canada she worked for Scotiabank for 8 years as an Assistant Manager or Operations in various commercial branches and then for 8 years as the General Manager for The Vancouver Trolley Company where she was responsible for the day-to-day operations of the business, along with sales and marketing.
Werner Gartner has over 23 years executive/board experience with technology based businesses, primarily in the GPS/GNSS and wireless sector. Currently, in addition to his role as Chairman of the Board and advisor with Hemisphere GNSS, Mr. Gartner serves on the board of directors and/or advises several technology companies, including Trusted Positioning Inc., Psyko Audio Labs and Wedge Networks. He is a member of the Business Advisory Committee of Tecterra Inc., a government (Canada) funded organization mandated to spur the development and commercialization of geomatics technologies. In addition, Mr. Gartner is a member of the A100, an organization composed of technology company founders and entrepreneurs, whose focus is to grow the Alberta technology sector.
Previously, Mr. Gartner was part of the management team at NovAtel Inc. (NASDAQ:NGPS) from 1990 to 2007 that successfully grew its GPS based business from a divisional start-up to a market leader. As CFO, he was a key to NovAtel Inc.’s IPO in 1997 on NASDAQ, and its subsequent increase in market value from US $50M to US $450M, prior to its acquisition by Hexagon AB. In addition, Mr. Gartner previously held a variety of board seats, including NovAtel Inc., Point Inc., (a joint venture between NovAtel and Sokkia of Japan) until Sokkia’s merger with Topcon, Mezure Inc., and Dynastream Innovations until its sale to Garmin Ltd in 2006. Mr. Gartner received a B.Sc. from the Western University in Ontario, an MBA from the Schulich School of Business at York University in Toronto and is a Certified Management Accountant.
Rodger Conner is a lawyer with over 35 years of experience in corporate and commercial law both in private practice and in industry. Prior to establishing Conner & Conner Professional Corporation, Rodger was a partner with McCarthy Tetrault, a national Canadian law firm. Prior to that Rodger was Vice President, General Counsel & Secretary of Bralorne Resources Limited. Over the course of his career Rodger has advised a number of clients in the GPS/GNSS field. Rodger has provided legal advice to both private and publicly listed companies. Rodger received his law degree from the University of Alberta in 1975.
